Many packages require loading before/after hyperref or other dependencies. Is there a package to manage this?

\usepackages{ellipsis,[hidelinks]hyperref,titlesec}

Would, I believe, reverse the order of loading there.

I'm not looking for a package that will analyze what it is loading—more of something that takes predefined relations and applies them like a package manager would. Does something like this exist, or is it another opportunity to show off expl3?

Hi Sean, I just published a package for this very purpose. There's a link to the pkgloader Github page in the question linked to by lockstep. There's still a lot to do. Please try it out, play around with it. Any suggestions would be welcome. –  mhelvens Feb 2 at 17:16
