I would like to create a CV using this (moderncv) LaTeX template online. The output should be in PDF format. Is it possible to be done online (i.e. through a web site interface)?

TeX Live can be run portably, shouldn't require rights to run it. – Mike Renfro Apr 7 '11 at 22:45

http://docs.latexlab.org/ is probably the most sophisticated such service, which allows you to compile Latex documents stored in your Google Docs account output that you can save as a PDF.

How is it at non-standard packages? (That said, moderncv is in texlive, isn't it?) – Seamus Apr 7 '11 at 12:10
@Seamus: I think the default CLSI server has an up-to-date Texlive, but I'm not sure. – Charles Stewart Apr 7 '11 at 12:42

A google search for online LaTeX compiler lead me to this website which might do what you want. Warning, use at your own risk. I've not tried the site myself

You can upload style and class files, so it should be able to deal with moderncv
