I've tried to install jcallses like jsarticle according the answer on question How can I manually install a package on MiKTeX (Windows). The results are...

  • If to execute latex.exe on jsclasses.ins in temporary directory, not ...\MiKTeX2.9\tex\latex\base, it will install on this directory. Of course, this class files will not be founded. (! LaTeX Error: File `jsarticle.cls' not found.)
  • It's not recommend, but if to copy jsclasses.ins in ...\MiKTeX2.9\tex\latex\base (I've explored that simple article.cls loading from there) and execute latex.exe from there, it reads '! I can't find file `jsclasses.ins' (it's not my mistake).
  • If to copy jarticle.exe from temporrary folder to ...\MiKTeX2.9\tex\latex\base, the result be (! LaTeX Error: File `jsarticle.cls' not found), too.

Please, tell me where is the mistake.

The linked question tells you to make a local texmf tree for installation: did you do that and copy the file into place? –  Joseph Wright Jan 16 at 7:25
    
I once met such a problem: couldn't launch latex on an .ins file that was installed in some directory of the TDS (probably LocalTeXMF\source). The solution was to put the .ins and the .dtx files in an external temp directory: latex then found the files. –  Bernard Jan 16 at 9:33
    
Mr. Wright, really I don't understand about local texmf tree correctly. When I used MiKTeX 2.5, it created LocalTeXMF directory, but this option wasn't appears when MiKTeX 2.9 installation. Also, I found the hidden folder C:\Users\User\AppData\Local\MiKTeX. Maybe this one? –  Gurebu Bokofu Jan 16 at 15:19
