\documentclass[a4paper]{article}
\usepackage{atbegshi,color,picture}

\AtBeginShipoutNext{\AtBeginShipoutUpperLeft{%
  \put(0,-\paperheight){{\color{red}\rule{1cm}{\paperheight}}}}}

\usepackage{lipsum}
\begin{document}
\lipsum
\end{document}

Consult the documentation of atbegshi for other examples.
