I tried downloading some files and while the directory listing is working, I couldn't download even a small README file....

I disagree that this is localized in time. I think that my mirror is down and it would be nice if someone could tell me how to check this, and if found to be true, how to use a different mirror. All I know is that 10 hours later, I'm still without access to CTAN packages, and I don't even know if I'm alone with this problem or not. (voted to reopen) – Yossi Farjoun Oct 25 '10 at 10:03
