I am trying to install the package ifetex manually. The repository does not provide a sty file, so I am following the instructions in this thread
How can I manually install a package on MiKTeX (Windows), which says that I should run:
latex ifetex.ins
(on the directory where the file ifetex.ins lives)
However, when I do this, I get:
This is pdfTeX, Version 3.1415926-2.3-1.40.12 (MiKTeX 2.9) entering extended mode !
I can't find file `ifetex.ins'. <*> ifetex.ins
Please type another input file name:
How can I compile the file into a sty file?
Note:
I am on Windows. I can dir into my directory, I can also type ifetex.ins and type ifetex.dtx. Somehow I am only having this problem with the binaries tex, latex and pdflatex and pdftex.

I am running the commands on this path:
C:\Program Files (x86)\MiKTeX 2.9\tex\latex\ifetex
I have permissions, e.g. I can type any of the files:
type ifetex.ins
