Instead of the spacing environment, you can use also the tocloft package for a more granular control. See the MWE:

\usepackage[titles]{tocloft}
\setlength{\cftbeforechapskip}{.1ex}
\setlength{\cftbeforesecskip}{-.5ex}
\usepackage{lipsum} % placeholder text
\begin{document}
\tableofcontents
