comment Ground symbol from circuits.ee.IEC library
I had to use \draw (0,0) to [ground={pos=1, right}] (3,0); for some reason.

comment TiKZ decoration doesn't work
I think the wrong error message was quoted. Shouldn't it be /pgf/decoration/zigzag?.Anyway: /pgf/decoration/crosses belongs to \usetikzlibrary{decorations.shapes} just in case someone else comes from google.

not sure if this is related: tex.stackexchange.com/questions/33260/…, but the spy feature is now working with xetex

comment a small halo symbol
@katz no, It looks like dvi format has no support for rotating and scaling. That means that ps code will be embedded, but most viewers can't display it correctly. (tex.stackexchange.com/questions/69282/…) You could calculate a Bézier curve to use in the picture enviroment ursoswald.ch/LaTeXGraphics/picture/….

@katz hmm. You can use dvi2ps to convert the dvi file to postscript. The postscript shows up correctly. I'll take another look at this problem.

@JosephWright I knew that StackExchange isn't the best place for this. But I thought that it would raise some attention to this old bug and after all here are quite a few developers (including you). In worst case I loose 100 rep for nothing ;)

comment dcolumn with brackets
Just add one decimal point for the brackets like \newcolumntype{N}{D..{2.3}} \newcolumntype{Z}{D..{1.3}} and your problem will be gone ;) I think all relevant info is here: tex.stackexchange.com/questions/96003/…
