comment How to practice LaTeX?
The suggestion to take some source material you already have and work to copy it is a good one. Practice really does not have to be original in any way. Just don't distribute your creation to anyone who does not already have the source material, and be careful even about those who do (potential copyright issues).

If the CTAN maintainers did somehow "vet" the code and place some sort of stamp of approval on it, and something malicious did slip through the cracks, that would seem to open them up to damage litigation; I doubt they'd want to do that. (That's basically the same reason why pretty much every open-source license, and probably most others as well, explicitly state that the licensed work is not guaranteed in any way to do what it says on the tin; if it breaks, you get to keep both pieces, but that's about it.)

comment How to typeset a “small” non-breaking space
\nobreak\hspace{.16667em plus .13333em} would insert a space normally equal to 1/6 of an em, but stretchable to 1/5 of an em. Are you sure that's right? Maybe I just am not familiar with the syntax, but it seems like that space would be stretchable to about 0.3em. If you want stretchable to approximately 1/5 em, shouldn't that be .16667em plus .03333em (which works out to .19997em)?

Yes, I had a mix of math mode and text mode, and had got the ordering wrong. That was a trivial fix once I saw the error (which was easy to spot from the differences between my actual document and the MWE).

@ChristianLindig As for source code portability, this is a personal document so portability is not a great concern for me. (And on that note it's worth noting that the particular symbol happens to be mapped to a glyph in the window title bar font I use, but not the font Firefox uses for active only tab title text. Go figure. :))
