In your case yes, in the original case not so.

D column type comes from dcolumn package and is intended for items aligned at a decimal point. I'm afraid that it's crucial to the OP. As well, you then need \multicolumn{1} to change D to c in the first line.

I'm afraid that this is a question about choosing notation rather than about how to use the notation in LaTeX. You could have larger chances at User Experience, but as it stands, it wouldn't probably be accepted there. You would have to get rid of the TeXnical part of the question at all and just show a picture of the table.

Your request for having one subsection with a completely different style than the other subsections is strange, but I agree that it's not a duplicate anymore. However, please help us to help you and add a minimal working example (MWE) that illustrates your problem. It will be much easier for us to reproduce your situation and find out what the issue is when we see compilable code, starting with \documentclass{...} and ending with \end{document}.

I don't share your sense of aesthetics. Typing 30 chars more is not what slows you down when writing a mathematical text.

If you forget that you're not in plain TeX, you should correct yourself, not the system. No, this is effectively not possible. You could implement it, but it would be too fragile to be usable in general. As well, feature requests don't belong on this site :-) (that's to the "LaTeX3" part of your text); I'm also sure that I know at least two LaTeX3 developers who would never implement this :-)

@supercoolphysicist If you want it only for one title type, you should really modify this one title type in the standard way the package offers. Just read its documentation.

@Mico Unless it's a specific type of product (scalar, vector, tensor), I would omit the multiplication symbols altogether, they are superfluous. In some places, a thin space should be then added, basically anywhere before \Delta.
