Well, I'm not sure if you'd succeed in annotating a corrupted PDF. But still, they exist, so I suppose it's possible that it's corrupted in such a way that a program is willing to add the annotation, but it makes the corruption as bad as in my country's government and the file can't be opened anymore.

Welcome to TeX.SX! Please make your code compilable (if possible), or at least complete it with \documentclass{...}, the required \usepackage's, \begin{document}, and \end{document}. That may seem tedious to you, but think of the extra work it represents for TeX.SX users willing to give you a hand. Help them help you: remove that one hurdle between you and a solution to your problem. Your code is not minimal. If you tried to reduce it, you would see that you are missing & on the last two lines of cases.

Emphasize mine: capable of, easily. I agree with the first one (however, "capable of" doesn't mean much, remember that TeX is Turing-complete; it's capable of a lot). I disagree with the latter.

Hello! I hope I won't sound harsh, but from your question it seems to me that you lack some basic LaTeX knowledge. I would like to suggest you to take reasonable amount of time and learn the crucial basics, for good resources see What are good learning resources for a LaTeX beginner?.
