Could she use XML? ConTeXt can typeset XML files, so she could use something like XMLmind or oXygen to author, then you could work with her to develop a stylesheet in ConTeXt. You'd gain validation facilities from XML, but still get the control of ConTeXt.

TeXLive is a TeX distribution. You can get it on DVD, see tug.org/texlive/acquire-dvd.html or you can download the package and install it, depending on how bad your internet connection is.

You are correct, MKII is no longer maintained. ConTeXt MKIV is the current version, and uses LuaTeX. The good news is that XML parsing in MKIV is much better than in MKII. You can write a style sheet and pass the context exec the style sheet and the XML file and get a PDF out the other end.

"For a document that compiles perfectly with either LaTeX or ConTeXt" You can't really use LaTeX markup and compile it with ConTeXt, it won't work. And ConTeXt markup compiled with LaTeX won't work. They are two different macro sets, and (at the time of writing) two different compilers. You could write a long markdown document, then do markdown > pandoc > ConTeXt/LaTeX, and compare those times, but that isn't quite the same.

@Jubobs dl.contextgarden.net/myway/tas/xhtml.pdf is a good way to get started if you have an XML file and want to write a stylesheet to transform it to PDF, which I think is what you're asking for.

... XML-FO is uh... not that nice to work with in my opinion. FOP is the FOSS implementation of XSL-FO, there are other FO renders (but they cost $$-- see antenna house formatter for one). TL;DR: ConTeXt + XML = pretty PDFs from your XML files. :D
