@DavidCarlisle, i was thinking about creating a table or hbox (some other floatbale object) and putting content in there... but is there a way to continuously appending content within one hbox or table via command?

@DavidCarlisle ok - so if we drop the left bar spill over requirement, how could i have someone do \leftBarAddSection{title}{content} two times on the same page, and have them go to the same left bar?

This will fix that problem FYI: \makeatletter \long\def\@makefntext#1{\parindent 1em\noindent \footnotelayout \scriptsize \hb@xt@0.8em{% \hss\@textsuperscript{\tiny\@thefnmark}}#1}% \makeatother

However, this now undoes the \renewcommand\footnotelayout{\scriptsize} command :)

@DavidCarlisle... got it to work! The problem was that i had the \makeletter in my .tex file, and therefore these changes never got used!

@DavidCarlisle, I tried inserting your block of code into my CLS file, and nothing changed. I put the \renewcommand you wrote right after the one for chapters.
