I find that the code golf site is a pretty good eye-opener what "other languages" really means and personally, I dont't even find half of them easier to read than TeX (at least when it's not written by @DavidCarlisle).

Above you said that the breakable inner boxes could work under yery controlled circumstances. Maybe you could add a check for things which would break? Like, if \par would lead to problems, you could redefine \par to give an error message inside an inner breakable box. In that case, in some sense the "very controlled circumstances" could be enforced.

Here's the culprit: ! Undefined control sequence. \@makeschapterhead ...s \sei@adjustchapterspacing #1\par \nobreak \vskip 40\... l.97 \tableofcontents The missing command is \sei@adjustchapterspacing, not \tableofcontents. Reading TeX error messages is tricky; apparently TeXstudio doesn't cope.

Furthermore, Undefined control sequence \begin{abstract} isn't really the typical LaTeX error message. Are you getting these error messages from some workflow tool? It would be more informative if you could quote the original error messages from the .log file.

At the beginning of the .log file, there should be some info whether the file report.cls was found and where. Check the file path, just in case you accidentally created a file of this name :-)

@Josef Yes, so I probably need to add the markup to \pdftooltip. Just nesting the TeX macros didn't work though ;-)

@Josef I thought as much, but so far I have not taken a look into the innards of the pdfcomment package. My observation was just that \pdftooltip offers no option for the underlining and \pdfmarkupcomment offers a number of options, but is not configurable to look exactly like \pdftooltip :-)
