@JosephWright That is, unfortunately, the way IEEE formats bibtex references to their own papers. I'm guessing it's a result of being able to easier index the conference alphabetically. I usually change them manually whenever I copy one of their entries into my bib files.

I'm traveling at the moment, so i can't test it myself but I'd imagine that's just a case of setting up natbib or the csquotes cite command via \SetCiteCommand

For referenced quotes, csquotes has the \blockcquote command. Your example should result in the same output if you changed it to \blockcquote[109]{key}{Some interesting quote}. Note that you just have to provide the citation key without a \cite command and that it is a mandatory argument. Any optional arguments to \cite are carried over to the \blockcquote command.

+1 Using tufte-handout, the accepted answer centres my title (though not my logo) even when removing the center environment around the \includegraphics statement, this answer just works. Apart from the centering issue though, both work equally fine with declaring the logo as a marginfigure :)

@Christian The only scenario I can think of is where the content of the document is prepared over a long time during which new versions might be rolled out. Like in software development, compat=newest can then be used during "development" of the document and frozen to a certain version once the document is ready to be prepared for final layout.
