Please post a minimal compilable document showing that you've tried to produce the image and then people will be happy to help you with any specific problems you may have. See minimal working example (MWE) for what needs to go into such a document. You might start by looking at the tikz package and its documentation.

The tufte, and many other LaTeX class, don't just set some values, but often define several environments and page layout from the bottom up. The tufte classes are particularly rigid being designed to follow a very specific style. A more flexible class is memoir, with extensive documentation. But it is a lot of work to get tufte-like layout there.

comment biblatex- including bibliography without citation
You need to remove the \bibliographystyle and \bibligorpahy commands and add a line before \begin{document} with \addbibresourec{XXX} where XXX is the name of your bibliography file including the final .bib. Then put \nocite{*} in the body of the document. If that doesn't work, post the modified code and explain what error/log messages you get.
