This is a useful remark. The newest version of flushend has this option. To pass this option when the class loads the package just add it to the documentclass options. This is the case for the fcs class, which what the OP is asking about, so writing \documentclass[flushend]{fcs} is the cleanest solution.

You can do \newcommand{\myreflist}{key1,key2,...} and used \cite{\myreflist}. I think there are biblatex commands that would allow you to construct the key list from the key for the entry set too.
