The legend is set as a matrix of nodes so changing the number of columns from line to line is not possible. legend columns=-1 would put all entries in one row, which might be more appropriate for you.

Spacing around headings is not fixed but flexible, it can stretch or shrink as necessary. LaTeX tries to find a good break, so that the section heading is not disjoint from the text. If you have \flushbottom in effect then some pages will get stretched to fit. You can issue \raggedbottom instead.
