If babel-basque does not work for you it seems you have to follow the manual. Page 15 says, that basque is supported. So try \usepackage[Basque]{babel} in your document.

Have you checked the manual for babel if babel supports basque? If basque is not supported the manula tells you what you can do. Use texdoc babel for more information. Do you know ctan.org/pkg/babel-basque ?
