My idea was that it's probably easier to have the annotated pdf open with whatever application (or on your hand, printed on a paper), then locate the place where an edit is needed in your working pdf (which should be far easier than finding the place in the source) and then ask your editor to show you the code of that location.

Sounds nice! I'll give it a try. Could you elaborate on why the annotation tools are better (which was the main need for the original question)? Also something I would really like is a way to quickly annotate insertion of text at some mark (e.g. insert this letter or word "here" between these two other words) and things like "swap these two words". Things that I often do when copyediting articles on paper.

If the problem is about finding the piece of code that corresponds to a particular area in a document, a decent modern LaTeX IDE will provide a facility to navigate between corresponding locations in the source and the pdf preview.

You already got a few answers but I felt I had to add this. Is there really any reason why you would prefer to use TeX over LaTeX to prepare a document? I don't see why you would want to do so, as LaTeX is built on top of TeX, you don't loose anything but gain the support from a lot of available LaTeX packages.
