hyperref does not change the main text color. Thus the effect is probably quite unrelated to this package. One reason can be the use of color. This can be tested with package color and \textcolor without hyperref. Or there are transparencies (images, ...) involved. It is known, that AR uses a different rendering method then.

The OP wants it this way. I think, both is possible in German, but it is smoother without the colon. But the delimiter for the pages should be a simple comma, historische-zeitschrift.bbx redefines the \*delim commands to write a slash (because of the location entries).

BTW, \char\value{number} or \symbol{\value{number}} is much better than \char\thenumber, because \thenumber can expand into something that is not a number. And if it expands to a number, then it does not stop for looking digits in the following text.

I think, it is quite ok for the PDF format, it is the job of the PDF printing program to make it appropriate for the printer (converting to bitmaps, ...).
