Your example for the \rule yields the same result as of \hrulefill - There is a considerable amount of space between main heading and the rule! Thanks for the item spacing tip :)

The problem is I want to keep the header and \hline in a separate section and dont want to include them in a single command as you did :/

Seems like I was using an empty line command ` \\ ` after the title which seems to create extra space- Is there anyway I can separate Header Title( Freelancer work ) and \hline` from the above format yet attain the same alignment? Cause when I try I get errors ! P.s updated the main post with teh code! –

The issue is not specially with the above layout - but after i use the bullets \items a lot of space is left betwee heading ichat from above example and the details for that work! What I want is to reduce that space as shown in second image from OP. I even tried using \tiny for \bulles but that doesn't solve the alignment issue . Check image - i.imgur.com/sUJp3Gq.png

Yes that works - seems like \texttt wasn't scaling on multiple line maybe its not accepting line break! BTW any help on new problem ?

Ok it worked :) Thanks :) Seems like a single linebreak between command was breaking things apart! BTW any idea of giving Teletype (Typewriter) style fond to address and phone ? When I tried \texttt it just make things bigger and worse and doesn't looks like Teletype at all!
