Would not something like \makeatletter \def\hebnum#1{\expandafter\hebrewnumeral\csname c@#1\endcsname} \AddEnumerateCounter{\hebnum}{\hebrewnumeral}{XXX} \makeatother work? Lifted from the enumitem docs sec.2.3, I don't know enough about the xetex mechanisms to try with proper hebrew stuff.

@angerman: Of course, if we were to write a new typesetting system from scratch today, we might end up making different choices. Something like "as of Jan 1st, 2012, backslash becomes entirely optional" is not feasible in the given TeX ecosystem.

I think we should also bear in mind the time at which TeX was designed. A possibly small drawback like the escape character `` can make a big difference in the speed and techniques with which the source can be parsed.

@Warren: a linebreak counts as a space (unless "hidden" in a oomment), and here this would result in a space, for example, after the opening quote before the word OpenGL.

This, or skip that and take a look at the csquotes package. (Background for the OP: "+character is special when support for german is loaded, so that "a yields ä etc. If you don't like csquotes, "` and "' will yield proper quotes.)

FWIW, my take on this was along the lines of \let\voodoo\voodoo with \voodoo starting with \relax\relax and ignoring its first argument, which does pretty much the same thing, but would leave a \let\relax\relax in an expanding context. (The whole story can be found in nag.dtx. Ah, the days we were young...)

My crystal ball guesses: you have no text at all between those 3k subsections, hence there is no possibility for pagebreaks, on a TeX level, your second page becomes immensely long and breaks the ~400cm limit.
