@elemakil --- None that I am aware of. This doesn't usually cause a problem because commands with @ generally only appear in packages and classes (where @ is allowed by default) and (occasionally) in the preamble (where it isn't, so you have to be careful).

The best solution is to stop using LyX. Seriously though, I can't generate the conflict you describe; I can load float and fixltx2e in either order and there is no problem. Something else must be going on.

Please edit your question so that it includes a complete example code that reproduces the problem (and delete the spurious apostrophe while you are at it!). I can't see anything wrong with the fragment you have posted.
