Then you are probably running into some setting, that prohibit execution of external programs. You need to a) use a different interpreter for the Lua program or b) switch off the setting for your distribution. You should provide more details.

Which interpreter are you using for executing the Lua file? I think this question might be slightly off topic, as it doesn't really have anything to do with TeX, right? Just in case you are using luatex --lua as an interpreter: you might run into the safe mode where writing files is disabled (but I doubt that this is your problem).

comment Would you consider Luatex to be ready for a production environment
@KeksDose why not use it for the "timetables"? One you have setup a workflow, TeX (including) LuaTeX is extremely reliable. While updating PDFTeX and it's userland is normally without problems, updating LuaTeX (+ userland) can be problematic. So the secret is, if you have an environment that works, don't touch it.
