@cfr I know how microtype makes paragraphs nicer, but it doesn't help me in the strict sense of the question. I was hoping for a set of parameters that allows a "the lowest badness but all lines <= hsize".

@cfr I need to prevent all overfull boxes, no matter what (except those who are impossible to solve, where the word for example is larger than \hsize). So microtype does not help me.

@Sigur well, LuaTeX makes it easy to draw these lines. PDFTeX and other engines are completely lacking this kind of support. So there is no way I could implement this behaviour for other engines.
