comment MusiXTeX vs LilyPond
As far as I understand the communities, both of them would like to cover the entire spectrum of musical notation with beauty and grace. Both use different approaches withe different limitations. After Daniel Taupin died the MusixTeX project was unmaintained for some time. Fortunately the development continues, now.

comment MusiXTeX vs LilyPond
Originalley Lilypond was a preprocessor to MusicTeX or MusixTeX (I don't remember). This piece of software had a different name and is not maintained anymore. But it hangs around somewhere on Github. During the development, Lilypond moved away from TeX. First they used plain TeX and dropped any non-Lilypond packages. Later they developed their own PDF output and after some further time they dropped the TeX generator form the software. The hybride solution had always font problems, which could be solved only by integration of TeX into Lilypond, which wasn't ever intended by the developers.

comment Line breaking with `and/or` + babel
You are right. Nevertheless, this is the mechanism jon refers to. \righthyphenmin is set to 3 in English while it's usually 2 in German. This honours the fact that in English hyphenation is easier to avoid than in other languages, e.g, German. Despite this fact, it may be just a convention.
