Note that this hack introduces some breakage with the todonotes package, which can be fixed by patching additionally patching \mph@ifundef@or@smaller - see my post below

changed backticks into <code>, otherwise the space was gobbled and invisible

Many thanks for that, @cfr - now I finally understand why I was getting "7" as a page number there :) I just realized (my post below) that I can use the optional argument of \part to do this; but otherwise this is even more in the spirit of the MWE - so I'm really undetermined if I should change the accept here! :) I'll have to return to that later, though - thanks again and cheers!

Many thanks @ChristianHupfer - turns out, \part has an optional argument, where \texorpdfstring can be used to control all this without much hacking (see my post below); but I'll accept this because I like the new command approach that has three arguments. Cheers!

Caramdir and @WillRobertson - note that by using \usepackage[cmyk]{xcolor} before \usepackage{soul} in the above code (instead of just {color,soul}), the highlight gets all corrupted, see screenshot.png; any ideas about how to handle that case? Seems to be so, only if [cmyk] if specified for {xcolor}...

@ChristianHupfer - just checked cleveref; the best I can figure is to use something like \creflabelformat{chapter}{#2-\thepart-#1-#3}; unfortunately, this does not change the label format when it is placed with \label, but depends on the part where the \cref command will be issued; so I guess cleveref cannot help much here...

Thanks for the edit, @egreg, that is fantastic - the \pcref there is exactly what I wanted! You're right about chapter numbering in general - still, this will be very useful to myself as a reminder while writing (having to refer to chapters in different parts from, say, an introduction). Cheers!
