In the cited question and answer, it is not mentioned that the solution is for biblatex. So I think the answer of Gonzalo Medina is meant for bibtex.

I don't think such a tool would need to cover the whole power of biblatex. For many bibliography styles makebst is good enough. So a tool that asks the same or similar questions and spits out an .bbx file would be enough for many people. The rest who needs the special capabilities of biblatex could take it as a starting point.
