comment How do I make fonts look heavier than this in my output pdf file?
Is using xelatex mandatory? If so, I think you should mention it explicitly. In any case: I learned a lot from your example.

comment No line break after special character for entire document
I agree that something like $\mathrm{GAD}\,65(+/-)$ should be better as it would take advantage of TeX's typography for math but the difference is actually pretty small.

comment Content of including PDFs
See tex.stackexchange.com/a/15995/3083 for how to use the \includepdf command itself to include a TOC entry. You don't need any other command for that.

comment How to decipher font encoding & install LaTeX font for use in MacWord?
If you are running TeXLive, you can find the fonts in Open Type format in the TeXLive directory under texmf-dist/fonts/opentype/public/lm and there lmroman12-regular.otf. This font can be installed on OS X and subsequently used with programs like MacWord.

comment How can latex help me format and present lots of data in a report?
I think the headline of the question puts too much focus on the domain (security reporting) and not enough on the problem (lots of data to be presented) to be found later by other users.

comment Tip on how to make a visually good table
I believe Edward Tufte recommends to color every 3 rows rather than every other row using the following argument: it is less noisy, and reading a row one recognises whether the row is at top, middle, or bottom of such a colouring.

Are the 1300 copies identical or are they numbered or otherwise identifiable?

comment Vector vs. Raster: Is there any reason to include (larger) vector images into a LaTeX document?
I'd strongly to suggest to embed vector graphics because it retains more information and use post-processing to reduce file size on a per-case basis. Resolution is only going up and maybe some day you want to create a poster from a page.

comment Vector vs. Raster: Is there any reason to include (larger) vector images into a LaTeX document?
I looked at your file with cpdf, a command-line tool for PDF processing, and managed to shrink it to 121kB. While it does have an option to remove unused code, it didn't seem to find the overhead.

When saving files from Illustrator you can specify in the save dialog unter "Adobe PDF Preset" to use "Smallest File Size". Use this for the files that go into production but keep another copy for editing.

Corrected small grammar problem. Not yet clear what "with function" is supposed to mean.
