\LP@G@setcellcontent is defined in logicpuzzle.sty! Do you have an older version of logicpuzzle? For larger numbers one can use the fontsize option of the environment.

comment How to set font size at exactly 11 pt?
@DavidCarlisle Ah, now i understand your comment. uarial.sty is not even in my TeXLive installation. I just followed the link you provided! ;-)

@DavidCarlisle I just looked into uarial.sty! ;-) But i was aware of Walter's other font packages especially psnfss. So i had a strong suspicion. Strangely, the scaled option is not documented. Its value was taken from helvet.sty, which is used there for better font size matching with Times, Palatino and Courier fonts. So uarial.sty should work as drop in replacement for helvet.sty.

or just \usepackage[scaled=1.00375]{uarial} instead of the 0.95 default value!

Well, there's a pdflatex implementation in JavaScript, see: manuels.github.io/texlive.js

comment Is there a package manager that works directly with CTAN (or local TDS structures)?
@UlrikeFischer In TeXLive you can also have more than just one localtexmf! It's just not in the GUI, but you have to configure TEXMFHOME in texmf.cnf. I for example do have several development trees in git repositories in my Dropbox folder. This might reduce performance a little bit, but works like a charm.

comment makeidx and pdfcomment packages are not working together
As workaround, temporarily delete \clearpage. Once the upb file is created by soulpos.sty, pdfcomment can place the comments!

comment makeidx and pdfcomment packages are not working together
Same problem without pdfcomment: \documentclass{report} \usepackage{soulpos} \usepackage[rgb]{xcolor} \ulposdef{\ulflag}{% \mbox{% \color{red}\rule[-.85ex]{.25\ulwidth}{1.5pt}% \color{yellow}\rule[-.85ex]{.5\ulwidth}{1.5pt}% \color{red}\rule[-.85ex]{.25\ulwidth}{1.5pt}}} \begin{document} \ulflag{TestTestTest} \clearpage \end{document}

comment makeidx and pdfcomment packages are not working together
It's kind of a known problem of soulpos.sty (only used by pdfmarkupcomment - it works e.g. with pdftooltip). Under certain circumstances soulpos.sty only produces its upa files but no upb (with the positions) files, see: tex.stackexchange.com/questions/132973/… and bitbucket.org/kleberj/pdfcomment/issue/13/…. I contacted Javier Bezos but unfortunately never got a reply.
