This shows that one should always use semantic markup. That is, instead of using \textbf{...} define a macro say \important. That way, if at a later stage you want to change how the output looks, you can just redefine the macro \important.

Try using the math symbol between $ signs (ie in math mode). Otherwise you need to define a fallback font for Times New Roman that has the math glyph (I don't know how to define fallback fonts in latex)

What is the advantage of having an arara rule for context? Unlike LaTeX, context is a wrapper around a lua script that runs the context format as many times as need. The context script runs bibtex as well. Index sorting, etc are handled natively by the script.
