Nice that you output actual numbers. For a text only document of about 40 pages (created by ConTeXt), I get a reduction of only 2% in size; but for a 50 page presentation (again created by ConTeXt with lots of images and colors), I get a 40% reduction in size.

FWIW, the standard practise is to write Context as Context rather than the logogram. In fact a few style files (e.g. the one for MAPS) redefine \ConTeXt as Context!

I am not sure what is going wrong, as I do not have a windows machine. An alternative could be to download ConTeXt Standalone and use that instead of ConTeXt that comes with MikTeX.

FWIW, ConTeXt Minimals with all the installed packages is 300MB. If you strip away the MkII stuff (including binaries), then the size will be reduced by more than half.
