comment what Makefile to produce slides and handouts a common file
FWIW, in ConTeXt conditional processing is handled using modes, and context has a command line option to enable or disable modes.

comment How to avoid transliteration of Russian text in ConTeXt?
This works correctly with a recent context minimals ConTeXt MkIV 2014.03.28. I don't have access to TL2013, so cannot check why the test file fails there.

Are you using MkII or MkIV? What version of ConTeXt are using.

comment Remove macro's functionality via a regular expression
This shows that one should always use semantic markup. That is, instead of using \textbf{...} define a macro say \important. That way, if at a later stage you want to change how the output looks, you can just redefine the macro \important.

OT: If you want to change the text color of the entire document, use \setupcolors[textcolor=grayWriting].

comment ConTeXt: Custom register formatting
Regarding items, you could use \startitemize[packed] or nowhite to remove vertical space from itemized lists.

comment How can I enter Unicode bold Fraktur math characters with LuaTeX?
Try using the math symbol between $ signs (ie in math mode). Otherwise you need to define a fallback font for Times New Roman that has the math glyph (I don't know how to define fallback fonts in latex)
