I don't think I can agree with the not being a language claim. TeX is a full blown language (though for typesetting in mind). And I think you are really being pedantic about TeX with certain defensive attitude (that we all have to a varying degree). But C++ comparison is a little bit of overreach. Note that pgf arrays are macros in disguise similar to what you have. It hold arrays in a macro as text and access it via comma separation regex. C++ is a monster if compared with its memory allocations.

@barbarabeeton I have K&D and it's a really nice reference for LaTeX. But I don't think it is the right reference for the newcomer. One thing is that, people hardly ever wish to start from scratch. So maybe I mean something like a memoir or KOMA manuals but more general than just describing the options. The initial patience demand for TeX is too high for today's user.

Better multiply the step and the end point with 100 or something and scale it down internally. Or divide the value outside and get the number 1001 outside and use foreach for a known number of times say with \foreach\x{0,...,\pgfmathresult}
