I'm afraid there is no better answer to your question than what is already provided in Save fillable forms: If you want users to be able to save a PDF form directly, they a) have to use Adobe Reader XI (available for Windows and Mac), or b) you have to acquire Adobe Acrobat Professional to specially "treat" your PDF form so that users can save it with older versions of Adobe Reader (e.g. version 9, which is the latest version for Linux), or c) they have to use another viewer altogether, which supports saving filled forms (OS dependent, of course).
