You can first "undefine" the command by \letting it be equal to \relax, e.g., \let\div\relax \DeclareMathOperator{\div}{div}.

But your answer doesn't work if some of your definition environments have optional arguments (e.g., \begin{definition}[nonrigorous]), does it?

Well, section 4.6 of the Short Math Guide for LaTeX says, "For preferred placement of ellipsis dots (raised or on-line) in various contexts there is no general consensus," so I thought that if someone really thought centered dots between commas looked better than low dots, it might be nice to have a better, short way of getting them than simply typing $1,\cdots,n$.

It is strange, though, that page 158 of the TeXBook refers to "an inner atom like '$1\over2$'" when fractions appear to be treated as ordinary atoms for spacing purposes.

I agree; other books and articles are better at explaining different aspects of TeX/LaTeX, but I think the TeXBook does the best job at making TeX interesting.
