Sorry, I find it a little difficult to understand what page order you're trying to achieve. I would have thought the logical thing to do would be put the \maketitle right after \frontmatter (assuming you want the title page first??? The first page og the book is always (by logic) recto, as it's generally what you see when the book sits on the table.

@SeanAllred I'm even later with a reply to your comment! For technical documents, I use memoir with a conventional Part/Chapter/Section... structure. I haven't built a special class (though I know I should), but have a giant preamble that I copy from project to project and then increment as necessary. I know that's horrible, so dont bother telling me... :). I also have a pretty front cover built with xcoffins à la Elementare Typographie. But again, I haven't built a package for it yet.

This isn't, of course, an answer to your question as stated, but have you considered turning your footnotes into endnotes? In memoir, the command \foottopagenote automatically re-purposes the \footnote infrastructure, and all you need to add is one or more strategically placed \printpagenotes commands. 12.6 in the latest memoir manual. Your readers may prefer "long" footnotes this way, too...

Oh, BTW, and of course, if by chance you're trying to stop people copying, those without a secretary can just photograph the pages (or export them as images) and send them off to the google for character recognition.

Would you like to share with us what you are trying to achieve? The answer may depend on why you want to limit editing (which is generally an inconvenience for your end user).
