I think this comes closest to what I'm looking for (the ability to increment is important) -- but I'm not clear to me how to define a command \myref with \the#1 in its definition. Can you modify your answer to include a \newcommand\myref definiton? Also, I updated my original question for clarity -- having a single command that both creates and increments the counter would be preferable.
