Both attempts were very close, but how could I use what you gave and tweak around with the positioning of the check mark to make it precisely in the middle of the check box with it touching the side or base of the box. Only the extending arm of the check mark is going through the upper right corner of the box and no other part of the check mark is touching the box.

Thank You Danie, that worked excellent. Just what I was looking for. One question while on the topic. I noticed you using \tfrac, is there any significance to that over using \dfrac. How different are they and what do they actually mean if you know? Meaning the 't' and 'd'.

@Martin: Okay for scenario: When you run the file you get the numbers created within circles. What I was trying to do for instance is having saying #1 circled to label one paragraph. Then #2 circled label another paragraph, .... and so on. Or e.g. having an order list say. (All numbers are circled) [1 2 3 4]^{T} in say the beginning of your TeX file and then have again. [1 2 3 4]^{T} somewhere at the bottom of your file, without having any issues. What my question was, for the ordered list towards the bottom of the file. How would i declare that without using \newcommand and \circle again?

@Martin: I was using only one file my the work, not separate projects. How could you re-enumerate correctly without using the \newcommand or \circled but still get the same results as coding it in for the first time.
