KOMA-script consists of tens of thousands (can you say that in English?) of lines of code. Even if I could explain it, you'd need to know a lot about TeX, LaTeX and KOMA-script. And if you knew this -- well, then you could find out yourself!

The usage of the paragraph sign hints that your document might have a legal background. There are some packages for legal documents, so if you tell us, what kind of document it is and in which level of sections you'd like to have a §.
