comment How can I make dateplot x-ticks steps to 4 years?
I've just seen that the CSV file was mal formed (too many , in one line). I've corrected it.

Hmm ... probably the umlaut (ü in Grüne and Ö in ÖDP) got broken. Or a problem with \n and \r\n line breaks. Do you have line breaks in the CSV file?

comment “I can't find file `pgfutil-common-lists.tex'.” after update
I guess this can be closed. Perhaps I should ask a question on unix.stackexchange.com why my sudo path is different from my usual path and how I can display the sudo path.

@ClaudioFiandrino: I've just did run sudo mktexlsr and then kpsewhich pgfutil-common-lists.tex again and it worked ... very strange. And somehow my sudo PATH seems not to be the same as my usual PATH.

Can you please tell me which error you've got? I've just tested it with pdfTeX 3.1415926-2.5-1.40.14 (TeX Live 2013) and it worked fine.

@Ignasi: Yes, but I always forget how to actually insert lipsum and my editor (sublime) allows me to enter lorem, press tab and get a paragraph.

@cmhughes I don't know how to reduce the spacing with itemize (see amendment above)
