Sometimes questions are closed a little quick. However, see if How to make the PDFs produced by `pdflatex` smaller?, How to create small PDF files for the Internet or pdftex reduce PDF size: reduce image quality? is of help.

Note also that the order of \end{figure} and \end{tikzpicture} is wrong in your code.

comment IETE journal of Research latex template
That would be best. If you've submitted to that journal before without submitting the source then clearly the passage I quoted is wrong, and the journal should be notified so they can update their instructions. (I won't be doing that though.)

comment IETE journal of Research latex template
Ehm, the author instructions say "Authors submitting PDF manuscripts must also submit either the Word or LaTeX source files, including all tables and figures as appropriate." Is that not correct?

comment Annotating specific points in tikz plot
@erickfis Use axis cs:2,5 as in the original version of this answer, then it should work also with compat=1.9.

comment Annotating specific points in tikz plot
@Zarko and Alenanno: You may also want to comment on using math mode in the axis labels. They shouldn't be in math mode, as they're just text.

comment Table don't care about section
Mikael: Note that to use \captionof{table}{...} you need to load either the caption or capt-of package, i.e. either \usepackage{caption} or \usepackage{capt-of}.

comment Table don't care about section
See Force figure placement in text or perhaps Keeping tables/figures close to where they are mentioned. For more background info on the float placement algorithm, see How to influence the position of float environments like figure and table in LaTeX?

I don't think what I added was reason enough to post a new answer, so I took the liberty of adding it to yours. Feel free to roll back my edit if you don't think like it.

@JeremyDiallo By the way, if you get useful answers consider upvoting and/or accepting them. Accepting an answer marks the question as solved.

comment Adjust the position of node label in graph
If you look at your code, how have you currently positioned that specific label? What do you think you need to change to move it to the right?
