Yes, the H parameter, defined by the float package, disables floating altogether, so if a figure/table is too large to fit on what is left of the page, it will move to the next page, and the remainder of the page left blank. This is one of the reasons for not using H.

Yes, switching package does require switching syntax for all subfloats, which is a downside. The upside is that it works.

Unrelated comment: Neither \huge nor \bf are commands that take an argument (and \bf has been deprecated for about 20 years) so you should have \huge\bfseries List of Scientific Contributions, without the brace pairs. As environments form a group I don't think the braces before \huge and after \par are necessary either.

One thing: If you're still using the IPython Notebook, you can try upgrading to Jupyter. (If you haven't heard of Jupyter, it's the Notebook and some other components from IPython that was split into a separate project starting from version 4.0, see e.g. blog.jupyter.org/2015/08/12/first-release-of-jupyter and blog.jupyter.org/2015/04/15/the-big-split).

Forgive me, my edit and (now deleted) comment was a bit arrogant. I didn't realize that LyX automatically adds subfloats when adding figures within figure. Edit: Do roll back your answer to the original version if you prefer that.

To make a float span the two columns, right click float: figure, choose Settings, and check the box for Span columns.
