If I use \refstepcounter{chapter} I reset the section counter. There should be a mechanism to remember the section number. Bit it is a nice idea.

I think I would combine the two answers. \PassOptionsToPackage{gray}{xcolor} to set all colors to gray and the specific color redefinition for some selected colors, if a color does not look like I want (e.g. if two colors look very similar when they get a gray value).
