@Dimpl: I don't think so. CTAN lists it as maintained, and updated 2015-11-12 (which is fairly recently).

@SophiaAntipolis: To see why misusing \subsection like this doesn't make sense, print a TOC. A title has special meaning, and what you want doesn't look like a title but a numbered theorem/definition, so use a theorem environment.

@Gherardo: Check the documentation of the mathtools package. It's just the way the \DeclarePairedDelimiter macro works — you can also make it use a specific size if you want to: \floor[\Bigg]{\frac{x}{2}}.

Again, are you using BibTeX or biblatex or just formatting the references yourself? In any case I suspect the IEEE Citation Reference will tell you how to cite ITU documents because it sounds like something you'd do fairly regularly in IEEE fields.

I don't know how computationally expensive l3regex is, but as a rule I tend to avoid regular expressions unless they are absolutely necessary. And as @BrunoLeFloch says, it is not that hard to avoid them in this particular case.

@Mico: Not printing the label while still keeping the reference isn't really a technical problem. There will be lots of manual float placement hinting and making sure references aren't ambiguous, though.

Check your logs. PDF bookmarks cannot contain all characters, and hyperref usually warns you about this.

@Martin: The difference between Xe(La)TeX and (pdf)LaTeX in terms of writing documents is pretty small, and could probably be summarized as “use fontspec, don't use inputenc”. See e.g. “What is XeTeX exactly and why should I use it?”, and “Using LuaTeX as a replacement for pdfTeX” which applies to XeTeX as well.
