Again, are you using BibTeX or biblatex or just formatting the references yourself? In any case I suspect the IEEE Citation Reference will tell you how to cite ITU documents because it sounds like something you'd do fairly regularly in IEEE fields.

I don't know how computationally expensive l3regex is, but as a rule I tend to avoid regular expressions unless they are absolutely necessary. And as @BrunoLeFloch says, it is not that hard to avoid them in this particular case.

@Mico: Not printing the label while still keeping the reference isn't really a technical problem. There will be lots of manual float placement hinting and making sure references aren't ambiguous, though.

@Martin: The difference between Xe(La)TeX and (pdf)LaTeX in terms of writing documents is pretty small, and could probably be summarized as “use fontspec, don't use inputenc”. See e.g. “What is XeTeX exactly and why should I use it?”, and “Using LuaTeX as a replacement for pdfTeX” which applies to XeTeX as well.

It's fairly hard to deduce what the actual problem is without a minimal example (produced e.g. using binary search of the document, removing half of it at a time to see where the problem lies).

The error concerns a missing { in the expression d(x_,,x_0)<\eg.$$ (you're missing a subscript). As for the poor code style, that's not really my problem but I can almost guarantee that adopting a more structured style will be more efficient and give more consistent results.

Unrelated to the actual problem, your code is very messy. You're defining a lot of macros that are never used, and there's excessive use of manual spacing in math formulas (of the variety \,\,\,\,\,\,\,\,). It's hard to tell what exactly is wrong, because I can't reproduce your problem. I suspect that you're running XeLaTeX through some GUI which sets --interaction=batchmode or similar, which makes the engine bail out on the error I encountered near line 826; this could very well result in an incomplete aux file which is then read on the next run, producing an error.

You should have a look at biblatex, which handles DOI and arXiv out of the box and should be easily extended to handle MR and Zbl as well.

I regularly compile 1000+-line documents, and never see this problem. Without a minimal working example, it's hard to diagnose, but to begin with you should be looking at the code immediately following whatever generates the last complete \@writefile. Or, as a last resort, gist the tex/log/aux files.
