I now understand you comment better, the actual problem is that the data is read from a data file, and i do not know the min max up front.

Indeed, except that would only work if the min and max are exactly the same over the data sets.

Ah, I forgot, this is part of the etoolbox package. I used it in combination with \AtEveryCite, since by default it changes the counter locally, but prefixing it with \global will make it global. So the same effect should be \global\defcounter{maxnames}{1}.

you can actually use \defcounter{maxnames}{1} instead of going into the package internal mode.
