I added the fontenc package, but it didn't help. I check PDF/A compliance with either Adobe Acrobat Pro or the upload tool of our University's library.

This doesn't solve the stated problem. As egreg already stated I am looking for PDF/A compliance, which isn't fulfilled as the \Libra symbol uses glyphs that are not included in the embedded font.

Thank you for the updated solution, and the good explanation. By now, it works almost everywhere. Though, there are some instances in which a new line is started for the back reference for no apparant reason. I update my original question again with two wntries taken from my bibliography.
