Using the babel command \useshorthands{"} prevents \bm package to work normally.

\documentclass{report}
\usepackage[T1]{fontenc}
\usepackage[english]{babel}
\useshorthands{"}
\usepackage{bm}
\begin{document}
    $\Gamma \bm{\Gamma}$
\end{document}
