You can put a \clearpage after \tableofcontents

\documentclass{article}
\usepackage{blindtext}
\title{This is a dummy article}
\author{A Ghost}
\begin{document}
\maketitle
\tableofcontents
\clearpage
\blinddocument
\end{document}
