\section{INTRODUCTION}

I have an an unusual problem - my first page is not numbered, but the rest of the pages are numbered correctly. I want the first page to be numbered $1$. How do I do that?

Simply remove

\thispagestyle{empty}

just after

\begin{document}

That command causes the page where you issue it to be in "empty" style, that means with no page number.
