My current approach only makes to rulers sticked together so the start of the ruler is different to the edge of the actual (printed) page:

Maybe you can use package scrlayer-scrpage and add three layers to all page styles:

But it is also possible to add the rulers to the crop marks. Then there is no additional package needed.

You can do it with fgruler also in the following simpler way:
