To make headers appear on the title page, simply add \thispagestyle{fancy} after \maketitle. In your case, it will look like this:

\twocolumn[
    \maketitle
        \thispagestyle{fancy} %add this
    \begin {onecolabstract}
Abstract
    \end {onecolabstract}
    ]
