Use the \substack command from the amsmath package.

  {\vcenter{\hbox{\huge$\stdexists$}}}

\exists_{\substack{j\in S \\ j\neq i}}\exists_{n \in \mathbb{N}} {p_{ij}}^{(n)}>0
